Dear Secretary,

Further to the publication of the ESMBA's "Back to Bowls Covid Action Plan", the Management Committee are pleased to see that the sport is slowly but safely returning to the County with a number of clubs having gained the "Safe Bowls Status" which is required to re-open.

In line with the current position of the ESMBA, it is expected that clubs will affiliate it's members to the ESMBA in order to be eligible for Safe Bowls Status and the ESMBA's Insurance Scheme with the minimum requirement being six members. In addition, any member wishing to renew their Personal Accident Insurance must be an affiliated member of the ESMBA. The Management Committee would also remind clubs of the ESMBA's Player Registration Policy which states that non-registered players cannot play against affiliated players on a competitive basis once the situation allows.

Therefore the CCSMBA Management Committee recently reviewed the CCSMBA's affiliation arrangements and agreed that a discounted Affiliation Fee of £4.00 per player would be due for the period to 30th April 2021. An amended Registration Form will shortly be forwarded for use for the remainder of the 2020/21 season.

Please find attached a copy of the ESMBA's "Back to Bowls Action Plan" which was recently approved by the Government Department for Digital, Culture, Media and Sport. This plan details the procedures and measures that need to be followed in order to gain the certified "Safe Bowls Status" that is required in order to re-open.

The CCSMBA Management Committee met via Zoom earlier this week to discuss how this plan will be administered in Cornwall and we can now confirm the following:

  • The County Safeguarding Officer, Gill Smith, will be the first point of contact for all clubs wishing to obtain the "Safe Bowls Status" and any relevant queries. Her contact details have been distributed to all club secretaries.
  • Every club must have a Safeguarding Officer / nominated person to lead on this matter and will be responsible for ensuring that the club remains Covid-19 safe at all times.
  • The appointed person must complete and return the below contact sheet along with the Risk Assessment to the County Safeguarding Officer to review.
  • The County Safeguarding Officer is required to survey each club to confirm that the measures have been implemented and this will be carried out by a video call where possible. If a site survey is required then a member of the Management Committee will visit the club if the County Safeguarding Officer is not able to attend.
  • If all of the required measures are in place, the County Safeguarding Officer will forward each counter signed risk assessment to the ESMBA for final approval and they will issue the "Safe Bowls Status" certificate. At this point, it will be permissible for the club to re-open.

As this "Safe Bowls Status" is only obtainable by those clubs affiliated to the ESMBA, the Management Committee unanimously agreed to extend the CCSMBA membership period for Club Registrations paid in 2019/20 to 30th April 2021 without a further charge to clubs.

The Management Committee trusts that the Action Plan details all of the relevant information required in order to begin the measured approach back to the sport and we look forward to assisting you with this matter.

Dear Members,

The CCSMBA Management Committee have recently received the ESMBA's "Back to Bowls Covid Action Plan" and are scheduled to meet via Zoon on Monday 24th August to discuss the matter further. A copy of the Action Plan will be forwarded to clubs as soon as possible following this meeting for further guidance.

We look forward to getting back to bowls as soon as possible but the Management Committee would like to reiterate that the re-opening of clubs is not currently permissible.

Sunday 26th July 2020

Dear Members,

The CCSMBA Management Committee met via Zoom on 13th July 2020 to discuss the ongoing Covid-19 pandemic and it's continuing impact on our activities going forwards.

Further to the recent update released by the Government regarding the re-opening of some sporting venues, the Management Committee discussed whether it would be permissible to resume play within the County. However, this guidance states that the resumption of recreational sport should be led by the National Governing Body and each individual sport must submit an action plan to the Government for approval before the sport may return. The Government's social distancing guidance also states that only members of two households may currently meet in an indoor setting. In view the guidance available, the age profile of our membership and the possible clinical vulnerability of players, the CCSMBA Management Committee confirmed that the re-opening of clubs would not be appropriate and is not permissible at this time.

Furthermore, the Management Committee discussed the structure of the County Winter League following feedback from Area Representatives. With the majority of players feeling unsafe to return to competitive bowls at this time, it was felt that a County League would not be a viable option even with safeguarding matters being taken into consideration. Therefore the committee unanimously agreed that there would be no County Winter League held in the 2020/21 season. The committee will continue to look at possible options to replace this with an alternative competition should the situation allow for play to resume.

Under the emergency powers of the committee, it was agreed to uphold the following decisions made at the 190th Management Committee Meeting:

  • To abandon the usual County Calendar with a commitment to our members that if the situation improves, and it is safe to do so, a new County Calendar will be put together at that time.
  • To overrule the usual deadline of 31st May for annual affiliations of clubs and players as set out in the Constitution due to the unforeseen circumstances.

The Management Committee will review both of these actions at the 192nd Committee Meeting scheduled for 10th August 2020 and further updates will be supplied as soon as possible.

Since this meeting, the ESMBA have released their proposed "Route Map " back to bowling and further updates will be supplied as they are received.

We would again like to thank the members for their understanding during these difficult times and hope to see you all on the mat again as soon as possible.

Dear Members,

The CCSMBA Management Committee recently met via video conference to discuss the ongoing situation regarding the Coronavirus Covid-19 pandemic and the impact on our activities going forwards.

In view of the updated advice and information supplied by the Government, the Management Committee noted that the Government's shielding guidance for vulnerable groups has not changed and any restrictions that are lifted will still be subject to social distancing. It has also been well documented that the steps that the Country will take to ease lockdown restrictions are all dependant on certain tests being met over time and restrictions may be imposed again if required.

The CCSMBA's duty of care towards our members remains the upmost priority for the Management Committee. Therefore, as our sport does not lend itself well to social distancing measures and the additional issues that arise from the age profile of our membership, the Management Committee agreed that it would be difficult to plan the County Calendar as usual at this time.

As a consequence of the cancellation of the Annual General Meeting and being unable to hold a Special General Meeting at this time, under Clause 7 of the CCSMBA's Constitution, the committee is empowered to act as an emergency committee to take any action as deemed appropriate in unforeseen circumstances. An emergency committee was formed on 11th May and at this meeting it was unanimously agreed to take the following action:

  • To abandon the usual County Calendar, including the County League, with a commitment to our members that if the situation improves and it is safe to do so, a new County Calendar will be put together at that time.
  • To overrule the usual deadline of 31st May for league entry fees and annual affiliations of clubs and players as set out in the Constitution due to the unforeseen circumstances.

The Management Committee will review both of these actions at the 191st Committee Meeting scheduled for 13th July 2020 and further updates will be supplied as soon as possible.

Dear Members,

Further to our previous statement, the CCSMBA Management Committee has continued to monitor the current situation relating to the COVID-19 pandemic.

In view of the recent developments and the continued advice from the Government it is now clear that the Summer League will not be able to take place until the imposed "lockdown" has come to a permanent end. With no indication of when this will happen, the Management Committee have made the decision to cancel this year's Summer League.

In addition to this, May's Friends of Essex Tour has also been postponed and it is planned to host this in May 2021 instead.

The Management Committee will provide further updates relating to the rescheduling of fixtures once circumstances allow for such planning to take place.

We would again like to thank the members for their understanding during these uncertain times and look forward to seeing you on the mat again soon.

Dear Members,

As previously announced, the CCSMBA Management Committee has been closely monitoring the developing situation concerning COVID-19 over the past week. In light of the recent escalation by the World Health Organisation and the Government, this matter is clearly a cause for concern for many people and is likely to get worse over the coming weeks.

The CCSMBA has a duty of care towards all of our members and spectators at our events and, with this in mind, the Management Committee have agreed that it would be irresponsible to compromise anyone's health at one of our events. The Management Committee have therefore decided to postpone all upcoming fixtures on the County Calendar until further notice. These fixtures are as follows:

  • Inter Area Rinks Competition on 22nd March 2020
  • County 2 Wood Singles and 4 Wood Pairs Finals on 28th March 2020
  • Bebbington Cup, League Plate and County Champion of Champions on 29th March 2020
  • County Presentation Luncheon and AGM on 26th April 2020

The Summer League and Friends of Essex Tour are not currently included in the postponement and will be reviewed over the coming weeks. The Management Committee will provide further updates as soon as possible with regards to any further postponements and re-arrangement of fixtures.

With regards to the AGM, nominations for the election of officers and area representatives are still due by 1st April 2020. The current committee will continue in their positions until at least the scheduled Management Committee meeting in May as a temporary solution. Any new nominations will then be co-opted into position by the committee until this can be ratified at the re-arranged AGM.

Dear Members,

At the time of writing this, the CCSMBA intends for all of our remaining events to go ahead as planned. However, the CCSMBA Management Committee would like to reassure members that the situation is being monitored daily and further updates will be provided as necessary.

The Management Committee would like to re-iterate the latest advice issued by Public Health England and make the following recommendations during this time:

  • Frequently wash your hands with soap and water for at least 20 seconds or by using an alcohol-based hand sanitiser that contains at least 60% alcohol if soap and water are not available.
  • Avoid touching your eyes, nose and mouth with unwashed hands.
  • When coughing or sneezing, use a tissue and discard it immediately into a closed bin and clean your hands as above. If caught without a tissue, cover your mouth and nose with a flexed elbow.
  • Avoid close contact with anyone that is coughing, sneezing or has a fever.

The CCSMBA Management committee also recommends that the usual formality of shaking hands before and after a game does not take place during this time in order to minimise the risk of transmission. We also suggest that contact with equipment is kept to a minimum (e.g. not handling other people's bowls unless necessary).

If you have travelled from an area that has been affected or have been in contact with someone suspected of contracting the virus within the last 14 days and are due to play in one of our remaining fixtures, please telephone or email the Competition Secretary on cornwall@esmba.co.uk as a matter of urgency.
